The present invention provides a dispersing and mixing system equipped with a dispersing and mixing pump used in producing slurry containing carbon, wherein homogenous slurry can be obtained in a short time even when a material such as carbon having bad dispersibility or solubility is contained. Moreover, a state in which a solid is dispersed and mixed can be maintained for a long time, and the adding and remaining of bubbles in slurry can be reduced. A rotor (5) equipped with a rotary wing (6) is disposed in a concentric shape in a cylindrical casing (1). The rotor (5) is rotated, so that solids and solvents are absorbed in a first inducing chamber (13) formed in the casing (1) through a first supplying unit (11). The same is agitated by the rotary wing (6) to be discharged from a discharging unit (12) through a discharging chamber (8). A liquid discharged from the discharging unit (12) is circulated to a second supplying unit (17) through a circulating path (16). The same is absorbed from the second supplying unit (17) into a second inducing chamber (14) formed in the casing (1) to be separated from the first inducing chamber (13) by a dividing plate (15) and is passed through a throttle path (7b) formed in a stator (7). The same is agitated by the rotary wing (6) to be discharged from the discharging unit (12) through the discharging chamber (8). Moreover, the liquid discharged from the discharging unit (12) is circulated to the second supplying unit (17) through the circulating path (16).
