The present invention relates to an apparatus for regulating the amount of water for a fuel cell system which inflows water, necessary for a reforming reaction, in a reformer in order to supply hydrogen by reforming a fuel. The apparatus for regulating the amount of water comprises: a pressure control portion for inserting a pressure of outdoor air into the apparatus for regulating the amount of water or withdrawing the pressure of outdoor air from the apparatus for regulating the amount of water; a pressure conversion portion for increasing or decreasing the pressure of outdoor air to be inserted or withdrawn, and converting the pressure of outdoor air into a reference pressure; a fine water amount control portion for introducing water from the outside, and finely discharging the water from the outside as the water, necessary for the reforming reaction, based on the reference pressure; and a control portion for controlling an operation of the pressure control portion, an operation of a pressure detection of the pressure conversion portion, and an operation of the fine amount of water control portion, wherein the reference pressure is a pressure capable of at least discharging the water. In addition, the present invention relates to a control method of the apparatus and the fuel cell system including the apparatus.
