A responsive web generating method for converting a document to a responsive web according to the present invention comprises: a PDF generation step of converting a document (100), which is generated by a document creation software, so as to generate a PDF document (110); and a responsive web generation step of converting the generated PDF document (110) so as to generate a responsive web HTML (170). The responsive web generation step comprises: a first step of generating a line (130) from character arrangement of the generated PDF document (110); and a second step of generating Mass (140, 150) from arrangement of the generated line (130), wherein Mass means a unit of an object which can be moved as one body in a responsive web. According to the present invention, it is possible to use a known technology of converting various documents to PDF; easily convert a random document, which is created by a document creation software, to a responsive web; provide a web service, which is implemented in a single source in various devices including a mobile device; and automatically generate a responsive web in relation to content which is present as a document. Accordingly, the present invention has the effect of significantly reducing costs of generating a responsive web.
