According to the present invention, a mobile flowmeter in a filled pipe is installed in an inlet of a front end manhole. A valve of the mobile flowmeter in a filled pipe is closed to form a filled pipe. After predetermined time, flow rate measurement is performed by a standard flowmeter of the mobile flowmeter in a filled pipe by opening the valve. After predetermined delay time, flow rate measurement is performed by a correcting flowmeter in a rear end of the manhole. After comparing a flow rate at predetermined time, the valve is closed again, thereby enabling an inspection flow rate of the standard flowmeter to be zero, and after predetermined delay time, enabling an inspection flow rate of the correcting flowmeter to be zero. Therefore, by a process of comparing a standard flowmeter addition value and a correcting flowmeter addition value while sewage flows, the correcting flowmeter can be intactly corrected without being detached on a site.
