The present invention relates to a steering actuator for active steering control of railway vehicles. The steering actuator of the present invention comprises: a case fixated to a bogie side frame of a railway vehicle as one body; a first link whose one end is combined with one side in the case with a hinge; a second link whose one end is combined with the other side in the case with a hinge and whose other end is combined with one side of a housing with a hinge; a link operating means for moving a piston link forward and backward, which is placed to protrude to the other side of the housing and is combined with the other end of the first link with a hinge; a front steering link whose one end is combined with the middle part of the first link with a hinge and whose other end is combined with one side of a front axle box supporting a front wheel and axle with a hinge; and a rear steering link whose one end is combined with the middle part of the second link with a hinge and whose other end is combined with one side of a rear axle box supporting a rear wheel and axle with a hinge. According to the present invention, stable steering of a wheel and axle is possible by fixating the steering actuator on a bogie side frame, combining the front and the rear steering links on both sides with one side of a front and rear axle boxes with a hinge, and simultaneously controlling the steering of a front wheel and axle and a rear wheel and axle.
