A product for use in forming a vapor barrier on a flammable liquid comprises a multiplicity of spheres having the following characteristics:• a specific gravity of less than 0.5• a diameter of between 1 /16 inch (1.6mm) and 4 inches (10.2 cm)• an outer layer which is oleophobic and anti-static• a support for the outer layer which is heat resistant or intumescent.
