PROBLEM TO BE SOLVED: To provide: a method for manufacturing a metal base material having a ground layer for double layer bearings, advantageous when improving durability in a corrosive environment; a method for manufacturing the double layer bearing; and the double layer bearing.SOLUTION: A double layer bearing 10E comprises a metal base material 12, a ground layer 14 provided on the metal base materials 12 and a resin layer 16 provided on the ground layer 14. The metal base material is a stainless steel plate 12. The ground layer 14 is formed by piling a stainless steel powder 20 through a brazing filler metal for joining on the surface of the stainless steel plate 12. The ground layer 14 is formed by spraying a mixture 22 formed by mixing the stainless steel powder 20 with the brazing filler metal for joining on the stainless steel plate 12, heating the mixture in a non-oxidative atmosphere to melt the brazing filler metal for joining and slowly cooling the brazing filler metal for joining after the heating.
