PROBLEM TO BE SOLVED: To provide a technology that enables a vehicle to achieve appropriate emergency evacuation from disaster, or to avoid disaster.;SOLUTION: A navigation device 1 includes an information acquisition unit 13, and a control unit 16. The information acquisition unit 13 acquires disaster information, and information on a special route connected to an express highway but not open to a general traffic.
