PROBLEM TO BE SOLVED: To provide a surface-enhanced Raman measurement method and a surface-enhanced Raman measurement device, by which a high-order nanostructure can be easily formed and high detection sensitivity can be obtained.SOLUTION: The surface-enhanced Raman measurement method includes the following steps: a pair of electrodes 71, 72 are laid on a substrate; a mixture solution 24 is prepared by mixing a noble metal colloid 22 and a non-metal colloid 23; the mixture solution 24 is dropped onto the substrate and the pair of electrodes 71, 72; while a predetermined voltage is applied between the pair of electrodes 71, 72 to induce electrophoresis or dielectrophoresis of particles included in the mixture solution 24, the mixture solution 24 is accumulated by advection on or around at least one electrode of the pair of electrodes 71, 72 to form a nanostructure 21 comprising the noble metal nanoparticles included in the noble metal colloid 22 on or around the electrode; the nanostructure 21 formed on or around the electrode is impregnated with a solution containing a measurement sample; and a surface-enhanced Raman spectrum of the measurement sample is measured.SELECTED DRAWING: Figure 2
