PROBLEM TO BE SOLVED: To determine whether or not a sentence is an incomprehensible sentence.SOLUTION: A learning feature amount extraction unit 24 extracts feature amounts of each of a plurality of learning sentences that has been previously defined whether or not it is an incomprehensible sentence representing that a reader is a state of having no knowledge or an uncomprehending state, on the basis of predetermined incomprehensible expressions contained in the learning sentences and word series consisting of at least one word, contained in the learning sentences. An incomprehensible sentence determination model generation unit 34 learns an incomprehensible sentence determination model for determining whether or not the sentence is the incomprehensible sentence, on the basis of the feature amount extracted from each of the plurality of learning sentences by the learning feature amount extraction unit 24 and whether or not each of the sentences is an incomprehensible sentence.
