PROBLEM TO BE SOLVED: To provide a highly dispersed transition metal catalyst comprising transition metal atoms dispersed in an atomic level on a support surface, and to provide a high dispersion supporting method of transition metal atoms on the surface of a silica support.SOLUTION: The highly dispersed transition metal catalyst is obtained by: forming a transition metal-ammonium coordination complex ion in a mixed liquid obtained by adding an inorganic salt of a transition metal in an aqueous ammonium solution; contacting the mixed liquid with a silica support to bind the transition metal to oxygen atoms of silanol groups on a surface of the silica support; chemically bonding the transition metal, the oxygen, and silicon atoms on a surface of the silica support; recovering the silica support; and having the transition metal atom high dispersion supported in an atomic level on an exposed surface of the silica support.
