The invention makes it possible to generate a personnel plan capable of addressing risks associated with above-plan variations in shipping volumes. A personnel planning system (201) is provided with an arithmetic logic device (2011) which executes: a process in which, for each period in a basic draft personnel plan, planned values and actual values of shipping volumes in the same period and periods in the vicinity of said same period, in the past, are read from a storage device (2013), the above-plan amounts of the actual values compared with the planned values, and the variance of the above-plan amounts, are calculated, and for the corresponding period, a shipping-volume above-plan risk value is calculated by dividing the number of personnel to be deployed, as defined in the basic draft personnel plan, by the variance of the above-plan amount; and a process in which a draft personnel plan is generated by interchanging work allocations between personnel having a lower productivity and a higher time-based variance in productivity than other personnel, from among the personnel allocated to work during high-risk periods, and personnel having a higher productivity and a lower time-based variance in productivity than other personnel, from among the personnel allocated to work during low-risk periods, where high-risk periods are periods in the basic draft personnel plan that have a higher ranking, in terms of the size of the risk value, than a prescribed ranking.
