In this case, the simulation execution unit 42 divides a work time of a day into a plurality of times, and executes a multi-objective optimization for each division unit. For this reason, it is possible to reduce a processing load when formulating a plurality of appropriate arrangement plans of workers for each process performed in a distribution center.
