Thereby, a plurality of staffing plans for optimizing at least one of the optimization indexes (optimization items) including a number of workers and a number of processing orders are obtained. In this case, the simulation execution unit 42 divides a work time of a day into a plurality of times, and executes a multi-objective optimization for each division unit. For this reason, it is possible to reduce a processing load when formulating a plurality of appropriate arrangement plans of workers for each process performed in a distribution center.
