The present invention provides a method for increasing low-temperature volatility of ethanol fuel and a cold starting system for ethanol-fuel cars. The method comprises: collecting the gas inlet temperature measured by a gas inlet temperature sensor; determining whether the gas inlet temperature is lower than a cold starting gas inlet temperature threshold; when the gas inlet temperature is lower than the cold starting gas inlet temperature threshold, closing an electronic throttle valve; collecting the engine revolution measured by an engine rotation speed sensor; and gradually increasing the openness of the electronic throttle valve when the engine revolution reaches the preset revolution. By means of the method for increasing low-temperature volatility of ethanol fuel and the cold starting system for ethanol-fuel cars provided by the present invention, the pressure of a gas inlet manifold is lowered by closing an electronic throttle valve, the volatility of ethanol fuel can be increased by lowering the pressure of the gas inlet manifold, energy saving is achieved, and fast cold starting of ethanol-fuel cars is achieved.
