The present invention makes it possible to adjust a leading end position of an optical fiber, and to efficiently cool the whole optical fiber. A cooling device of the present invention is provided with a cooling base plate (7), a fiber holder (21), and an adjustment member (22). The cooling base plate (7) has a recessed housing section (17). The fiber holder (21) is disposed in the recessed housing section (17) such that the fiber holder can freely move in the first direction. The fiber holder (21) holds a leading end section of the optical fiber (6) on the surface, and adjusts a leading end position of the optical fiber (6) in the first direction. The adjustment member (22) is disposed in a gap between the fiber holder (21) and an end surface (17b) of the recessed housing section (17), and has the optical fiber (6) placed on the surface, said adjustment member being capable of moving in the first direction by moving in the second direction intersecting the first direction. The adjustment member (22) is in contact with both the end surface (17b) of the recessed housing section (17), and an end surface (21b) of the fiber holder (21).
