A cold and heat source complementation air-cooled type multifunctional central air conditioner, consisting of three parts: a cold exchanger (12), a heat exchanger (2) and a cold and heat source complementor (10). Waste heat exhausted when the air conditioner conducts refrigeration is recycled at a low cost by means of the cold and heat source complementor (10), and domestic hot water is produced for meeting bathing and other requirements of public buildings such as hotels. The cold and heat source complementation air-cooled type multifunctional central air conditioner has both an independent refrigeration function and an independent hot water production function. A shell pass of the cold and heat source complementor (10) is provided with a fan (9) for cold dissipation or heat dissipation, and a heating compression loop and a refrigeration compression loop are regulated and controlled to run stably and efficiently, thereby avoiding an imbalance between heat produced by a condensing coil (13) at a refrigeration end and heat absorbed by an evaporating coil (8) at a heating end.
