In a wireless terminal attached to a TLD and communicating with a plurality of relays including first and second relays located in a radiation management area, a TLD wireless terminal according to one embodiment of the present invention comprises: a relay determination unit for determining, on the basis of relay signal intensity, the first relay as an object with which communication is to be performed; and a first communication unit for transmitting, to the first relay, a packet including unique identification information of the wireless terminal.
