The present invention relates to a blue phosphorescent organic light emitting diode. The blue phosphorescent organic light emitting diode comprises: an anode surface-treated with oxygen plasma; a buffer layer formed on the anode; a hole injection layer (HIL) formed on the buffer layer and having a thickness of 1-100 nm; a hole transport layer (HTL) formed on the HIL and having a thickness of 1-100 nm; an emitting layer (EML) formed on the HTL and including a blue dopant; an exciton blocking layer (ExBL) formed on the EML; an electron transport layer (ETL) formed on the ExBL; and a cathode formed on the ETL. According to the present invention, the blue phosphorescent organic light emitting diode: remarkably improves a luminous efficiency by controlling the position and width of a recombination zone in the EML through combinations of the oxygen plasma surface treatment for the anode, the buffer layer disposed between the anode and the HIL, and the HIL having a high hole mobility and a constant thickness; and has improved color purity by having an international commission on illumination (CIE) color coordinate of blue light closer to a national television system committee (NTSC) level.;COPYRIGHT KIPO 2016
