The present invention provides a pharmaceutical composition for preventing or treating infectious diseases caused by a biofilm and a coating composition for inhibiting the formation of a biofilm, wherein the compositions comprise carvacrol, or carvacrol and eugenol, as active ingredients. The pharmaceutical composition and the coating composition have excellent antimicrobial effects and show excellent effects of inhibiting and removing the formation of a biofilm, thereby making the pharmaceutical composition helpfully used in preventing or treating various infectious diseases caused by the biofilm, and the coating composition for coating helpfully used in inhibiting the biofilm formed on various medical devices, medical materials or medical implants.
