According to the present invention, disclosed is a water-soluble phenol-formaldehyde resin antirust paint comprising 30 to 55 wt% of a water-soluble phenol-formaldehyde resin, 8 to 20 wt% of an antirust material, 10 to 20 wt% of a filler, and 15 to 30 wt% of water. Moreover, disclosed is a method for producing a water-soluble phenol-formaldehyde resin antirust paint. The water-soluble phenol-formaldehyde resin antirust paint according to the present invention uses water as a diluting agent, so stability is remarkably improved. The discharge of VOC is significantly decreased when the paint is produced, transported, and used, and a nontoxic chemical inflammation point is achieved. A technical index thereof reaches or exceeds an index of a domestic related product, and the paint may serve as a special finishing paint used as a primer of several kinds of oily products, so stability, environmentally-friendly properties, and broad usability may be effectively ensured.
