The present invention relates to a mesoporous nickel-alumina catalyst, a manufacturing method thereof, and a method of producing a hydrogen gas using the catalyst. More particularly, the present invention relates to a method of fabricating a mesoporous nickel-alumina catalyst using an evaporation-induced self-assembly method in which an ionic liquid and a surfactant are introduced into a templating agent for producing a hydrogen gas using a vapor reforming reaction of ethanol. The present invention further relates to a mesoporous nickel-alumina catalyst produced by the fabricating method, and a method of producing a hydrogen gas using the catalyst. The catalyst used for producing a hydrogen gas using an ethanol vapor reforming reaction has an average pore size of 2-50 nm, and an average crystal size of nickel is smaller than or equal to 100 nm.
