The present invention provides a pedestrian detection radar capable of determining a person using a crosswalk by using an ultra-wide band (UWB) pulse and a traffic light control system including the same. The pedestrian detection radar comprises a first transmission module, a reception module, an analysis module and a second transmission module. The first transmission module transmits a first signal having a UWB pulse to a detection area. The reception module receives a second signal related to the first signal and reflected from a detected object in the detection area. The analysis module analyzes the second signal, determines whether the detected object is a person as a result, and generates a determination signal. The second transmission module generates a control signal by using the determination signal and transmits the control signal to a traffic light.
