The present invention relates to a method and a system for generating a combat plan based on forward/backward delay expectation (FBDE). According to an embodiment of the present invention, the method for generating a combat plan based on FBDE comprises the steps of: generating an FFFT-table (S100); aligning targets included in a set of un-assigned target (SUAT) according to a predetermined priority (S200); determining whether there are targets included in the SUAT (S300); selecting a target (x) with a highest priority among the targets included in the SUAT (S400); selecting a launcher (s) with a minimum expected fired delay (EFD) of the selected target (x) (S500); assigning the selected target (x) to a fire time line (FTL) of the selected launcher (s) (S600); and updating fire execution time (FET) values of an FET-table of the selected launcher(s) (S700). According to the present invention, a combat plan is computed based on the FBDE in situations where multiple weapons are fired from the same launcher so as to minimize a delay time from an optimal firing time, thereby achieving a rapid response to a high-speed target.
