The present invention relates to a coal slurry and a method for controlling the viscosity of the coal slurry, wherein the viscosity of the coal slurry is adjusted to the environment in which the coal slurry is placed using an increment agent based on the charge repelling force of the functional group. The present invention can increase the viscosity of the coal slurry by adding a thickener and a neutralizer based on the charge repelling force of the functional group to the coal slurry after mixing coal, water and surfactant to form a coal slurry. In addition, the viscosity of the coal slurry can be lowered by adding a salt or an acid to the coal slurry to which the thickener based on the charge repelling force of the functional group and the neutralizing agent are added.
