The present invention provides an apparatus and a method for paving asphalt for recycling an asphalt surface layer on a site. The apparatus for paving asphalt for recycling an asphalt surface layer on a site uses aggregate loaded on a vehicle and an asphalt raw material instead of an asphalt mixture produced in an asphalt plant, uses a heating plate used when heating an asphalt surface layer of a decrepit asphalt pavement without additional heating equipment for heating new aggregate to heat and mix the asphalt surface layer and the new aggregate, reduces degradation of an upper portion of the asphalt surface layer of the decrepit asphalt pavement during a heating process by heating the asphalt surface layer and the new aggregate together on a site to secure durability of a recycled asphalt pavement and economically recycle the asphalt pavement. Also, an aggregate hopper which can supply the new aggregate and an aggregate installation apparatus which can install the new aggregate are loaded on the vehicle to conveniently repair the asphalt pavement.
