The present invention relates to a soft magnetic composite (SMC) powder having heat resisting oxide insulation film which maintains insulation on a surface of an FeSiCr soft magnetic composition powder at high temperatures, and a powder core wherein the SMC powder is formed and heat-treated at high temperatures. According to the present invention, the FeSiCr soft magnetic composition powder in which an oxide insulation layer is evenly coated on the surface is coated with an oxide with high specific resistance, and is mutually insulated even if the powders are in contact with each other; thereby the powder core being able to be manufactured by not being added with an insulating material. Also, even if a heat treatment temperature is increased up to 1,000C after forming the powder core, the insulation is able to be maintained such that a core loss of hundreds of kHz of high frequency band is able to be reduced. Moreover, when a heat treatment process at high temperatures is not applied after forming the powder core, the powder core is able to be manufactured with a proper organic bonding agent without adding the insulating material.
