The present invention relates to a manufacturing method of fish cake containing young shoots of paprika and, more specifically, to a manufacturing method of fish cake containing young shoots of paprika, which comprises the steps of: preparing fish flesh; crushing the fish flesh; mixing by putting table salt in the crushed fish flesh; mixing by inserting leek, spicy hot pepper, phosphate, D-sorbitol, potassium sorbate, and beef powder in the mixture; controlling and mixing water; molding fish cake; primarily cooking the molded semi-processed product in a frying device for 1 minute; frying for approximately 1 minute and 20 seconds; cleaning cooking oil put on the surface; and manufacturing the completed product by refrigerating and storing. The fish cake manufactured by the process enables various nutrients contained in young shoots of paprika to be ingested.
