The device comprises a single-piece composite laminate (100) including a flat panel substrate (40) and a sound-proofing mat (50) connected to the flat panel substrate in a mounted state. The panel substrate and the mat have an upper position and a lower position. The composite laminate is located, in the mounted state, below a hydrophobic layer (30) to the lining by tiles or slabs. The hydrophobic layer upwardly covers the panel substrate. The mat is connected to a surface of the panel substrate via a bonding layer. The panel substrate is presented as a wood laminate.
