The final schedule creation unit (13b) reads information on a prohibition period corresponding to a past disease indicated by a designated person's clinical history data received by a clinical history data receiving unit (14), sets a prohibition period starting from a fixed date indicated by the clinical history data and, if there are scheduled administration dates in a provisional schedule created by the provisional schedule creation unit (13a) in the time period from the current point in time until a final date of the prohibition period, creates a final schedule in accordance with the number of days of difference between the earliest one of these scheduled administration dates and a release date when the prohibition period is released.
