PROBLEM TO BE SOLVED: To provide a method with improved encoding efficiency.SOLUTION: This method is a method of encoding an encoding target picture using a plurality of reference pictures, the method comprising: a creating step of creating a reference picture list composed of a plurality of reference pictures for a target picture to be coded; and an encoding step of encoding a target picture to be coded in a moving picture using at least a reference picture list. The reference picture list includes a first picture which is a type of picture output periodically in a moving picture, and a second picture which is not the same type of picture as the first picture. The first picture included in the reference picture list is given a fixed index in the reference picture list.SELECTED DRAWING: Figure 9
