PROBLEM TO BE SOLVED: To easily encode/decode moving picture data consisting of frame images with a high efficiency and to relieve a load of an electronic device and a network load.;SOLUTION: In moving picture data consisting of frame images, first pixel data at the same position in a frame is captured in time series from a first frame image in time series toward the final frame in time series. The position of capturing the pixel data at the final frame image is shifted to a position of the adjacent pixel data. Then the pixel data are captured in the counter time series from the final frame image toward the first frame image. After that the position of capturing the pixel data in the first frame image is shifted to the position of the adjacent pixel data. While the position of capturing the pixel data is shifted to the position of the adjacent pixel data in the first and final frame images in time series, the pixel data at the same position of the frame are captured alternately in the time series direction and the counter time series direction to configure a serial data stream, which is encoded. Furthermore, the encoded data are decoded into a serial data stream, and the original moving picture data and decoded from this serial data stream. The compensation efficiency of encoding is kept high and the quantity of the encoded data can be reduced.
