PROBLEM TO BE SOLVED: To make it possible to predict the number of vessels resting in a port.;SOLUTION: With an anchorage vessel number prediction system 1 and an anchorage vessel number prediction method by the same, an overall time map creation unit 11 creates an overall time map (overall time distribution information) representing a distribution of an overall time from a current position of a vessel navigating to a specific port to the specific port and an anchorage time distribution information creation unit 13 creates anchorage time distribution information representing an anchorage time distribution of a vessel in a specific port.
