PROBLEM TO BE SOLVED: To provide a privilege value granting system and a privilege value granting method that make a privilege suitable for transaction available and is capable of granting a corresponding privilege value to a user.;SOLUTION: A privilege value granting system 1 comprises acquisition means 2, presentation means 3, selection means 4 and granting means 5. The acquisition means 2 acquires a privilege available for a user 9 from privilege information 6 on the basis of a target of transaction. The privilege information 6 is information about a privilege and includes a privilege value 6a and a privilege use condition 6b. The presentation means 3 performs presentation (privilege presentation) of the privilege acquired in the acquisition means 2 and of the privilege value 6a to be granted as a privilege, to the user 9. The selection means 4 receives one or more selections of the privilege by the user 9 from the privileges presented by the presentation means 3.
