The method involves inputting identification of on-board unit and payment card into toll terminal (5). The card and transaction identifications are transmitted to transaction server (9) and terminal. The substitute and transaction identifications are transmitted to toll terminal. The on-board unit identification is retrieved and transmitted to toll server (4). The substitute identification is used between toll server and transaction server for charging fee for location usage determined by sub-system under on-board unit identification.
