Provided is a positive electrode active material which can improve all of the battery capacity, output properties and cycle properties of a secondary battery simultaneously. In the production of a composite hydroxide containing a transition metal, which is a precursor of a positive electrode active material, by producing a core by adjusting the pH value of an aqueous reaction solution to a value falling within the range from 12.0 to 14.0 (core production) and then growing the core by adjusting the pH value of the aqueous reaction solution to a value falling within the range from 10.5 to 12.0 (particles growth), the following atmosphere control procedure is carried out at least one round: in the initial stage of each of the core production and the particle growth, the reaction atmosphere is adjusted to a non-oxidative atmosphere; and in the middle of the particle growth, the reaction atmosphere is switched to an oxidative atmosphere having an oxygen concentration of more than 5 vol% by directly introducing an oxidative gas into the aqueous reaction solution while continuing the supply of a raw material aqueous solution and then the reaction atmosphere is switched to a non-oxidative atmosphere by directly introducing an inert gas into the aqueous reaction solution while continuing the supply of the raw material aqueous solution.
