Disclosed is a method for producing L-ornithine by whole-cell biotransformation using recombinant Bacillus subtilis, wherein the method comprises constructing Bacillus subtilis 168 engineering bacteria which express arginase originated from Bacillus cereus, and then using the engineering bacteria as a biocatalyst, and using L-arginine as a substrate, the L-ornithine being produced in a conversion method in which the substrate L-arginine is fed in in a batch feeding mode.
