Disclosed are a carriage hinge mechanism (200) and a tramcar. The carriage hinge mechanism (200) comprises a bearing frame (1), a lower hinge assembly (2), and an upper hinge assembly (3). The lower hinge assembly (2) comprises a first joint bearing (21), a second joint bearing (22), a first connection board (23) and a second connection board (24), with the connection boards (23, 24) being hinged on the bearing frame (1) via the joint bearings (21, 22). An upper mounting shaft is provided on an upper part of the bearing frame (1), and a rubber bearing (11) is provided on the upper mounting shaft. The upper hinge assembly (3) comprises two first connection rods (31), a second connection rod (32), two first mounting bases (33) and two second mounting bases (34), wherein one end of the first connection rod (31) is hinged to the bearing frame (1) via the rubber bearing (11), and the other end of the first connection rod (31) is hinged to the first mounting base (33) via a third joint bearing (311); and two ends of the second connection rod (32) are hinged between the two second mounting bases (34) via fourth joint bearings (321), with one of the second mounting bases (34) being fixed on the upper part of the bearing frame (1). The above-mentioned mechanism improves the reliability of the tramcar.
