The present invention relates to an apparatus for treating sewer overflow at high speed by using eco-friendly particulate foam artificial float fillers having resource recyclability. The subject matter of the present invention relates to enabling water quality to be quickly improved by treating, at high speed, contaminants in the sewer overflow generated during a rainfall. The present invention is formed so as to allow a two-stage partition (a chemical injection type quick reaction tank and a chemical non-injection type slow reaction tank) type coagulation reaction tank having stirring equipment to highly enrich, into a floc (coagulation or condensation), the contaminants such as various organic matter, floating matter, and coliform bacteria in the sewer overflow, and includes the multi-stage and multi-layer type artificial float fillers and fine powder-type filler sand, which are recycled from (waste) LCD glass, waste glass bottles or the like, formed to be embedded while forming blocks in a filtration tank, which is in a subsequent process, such that the sewer overflow, having flowed from the coagulation reaction tank through an overflow transfer pipe, is filtered at high speed by the artificial float fillers while rising in an upward flow manner. As a result, the present invention minimizes the use of chemicals such as a polymer having been used to form the floc during high-speed filtration, thereby promoting a reduction in costs (costs for construction of adjuncts to the apparatus, chemicals, and the like) according to a filtration process and a reduction in maintenance and management costs (management costs and the like due to an increase in the amount of sludge generated), preventing environmental pollution, and greatly improving the safety of operators and filtration efficiency.
