The present invention relates to a high-speed overflow waste water processing apparatus using a foamed artificial floating member having eco-friendliness and resource recycling properties. The high-speed overflow waste water processing apparatus includes a two-staged (a fast reaction tank and a slow reaction tank) flocculation tank having agitation equipment which performs flocculation of impurities such as various organic materials, floating matters, and colon bacillus to highly concentrate the same. Multi-staged artificial floating members, made by reusing (waste) LCD glass or waste glass bottles, form partitions and are embedded in a filtering tank used in a post-process.
