Provided are a bed-leaving determining device, a bed-leaving determining system, and a bed-leaving determining program which are capable of swiftly and accurately determining when a user leaves a bed. The present invention is provided with: a body movement acquisition unit 40 which acquires body movement information indicating a user's body movement on bedclothes; a load acquisition unit 40 which acquires load information indicating the load of the user on the bedclothes; and a determination unit which determines whether the user leaves a bed on the basis of a time-series change of the body movement indicated by the acquired body movement information and a time-series change of the load indicated by the load information.
