The present invention relates to a sheet laminated by hydrogel including a byproduct, a gelating agent, and water after extraction of a herbal medicinal material made into fine fiber, and a method for producing the same. More specifically, the present invention relates to a sheet laminated by hydrogel including a red ginseng cake, a gelating agent, and water, and to a method for producing the same. According to the present invention, a component remaining in a byproduct after extraction of a herbal medicinal material generally wasted or used as a fodder is used, and hydrogel is added after a byproduct is produced to have a size of 150 μm or less through a finely making process after extraction of the herbal medicinal material, so the component can be uniformly distributed in hydrogel and the surface of hydrogel can be smoothed.
