An incremental plate forming device includes: a lower die; a molding plate positioned on the lower die and having both ends fixed to the lower die by a fixing member; an upper dummy plate disposed on the molding plate and having both ends fixed to the lower die by the fixing member; a molding tool for pressing the upper dummy plate and molding the molding plate while moving along a predetermined locus; and a heating device for heating the molding plate. Accordingly, the present invention can manufacture a trial manufactured product in a short period at low cost.
