PROBLEM TO BE SOLVED: To provide a process for producing nitrogen-containing carbon material which has high oxygen reduction activity and high degree of graphitization in high yield, nitrogen-containing carbon material obtained by the process, and an electrode for a fuel cell which includes the nitrogen-containing carbon material.SOLUTION: The process of the present invention comprises a mixing step which mixes raw material containing at least a nitrogen-containing heteroaromatic ring compound bonding to nitrile groups, in which at least nitrile groups bond to two adjacent atoms of heteroaromatic rings of the nitrogen-containing heteroaromatic ring, phenol resin, and transition metal material, and which satisfies a ratio (x)=0.05-0.90, (x) being represented by a formula (I) below, to produce a precursor for nitrogen-containing carbon material, and a heat treatment step which heat-treats the precursor for nitrogen-containing carbon material provided by the mixing step to produce nitrogen-containing carbon material. A ratio(x)=X/Y (I) X:mass of nitrogen-containing heteroaromatic ring compound bonding to nitrile group Y:total mass of nitrogen-containing heteroaromatic ring compound bonding to nitrile group and phenol resin.SELECTED DRAWING: None
