To provide a nitrogen-containing carbon material having high power generation performance in a fuel cell, and to provide a method for producing the same.SOLUTION: The present invention provides a nitrogen-containing carbon material in which the pore volume of pores with a pore diameter of 2 to 50 nm is not more than 0.5 cm/g and an index I of the utilization of an active site represented by the formula (1) indicated below is 0.25 or more.
