An improved vacuum actuated valve assembly and sealing mechanism is provided for improved low atmospheric flow stability, characterized by spikes in delivery pressure and lack of flow deviation. The valve assembly includes a thermoplastic non-fixed pedestal and a cone. The cone is characterized by an upper portion having a circular perimeter designed to mechanically engage and disengage with the inner sealing surface of the thermoplastic pedestal. The sealing surface is coined to remove the surface irregularities contained therein, thereby creating a relatively smooth coined inner sealing surface that mates against the circular top of the cone.
