PROBLEM TO BE SOLVED: To distribute an image reflecting traffic congestion situation.;SOLUTION: When a vehicle enters a traffic congested section, a navigation apparatus 2 takes a landscape outside the vehicle as an outside-view image for each constant travel distance, and transmits a link ID of a currently traveling link, position information of a photographing point, vehicle speed information, and an exterior image to a traffic congestion image server 20 as information.Upon receiving these pieces of information in the photographing information, the traffic congestion image server 20 sorts them according to the link IDs and further groups them based on the photographing spots in the links.Then, the traffic congestion image server 20 creates vehicle speed statistical data by a frequency distribution of the vehicle speed for each group, and sets a most frequent vehicle speed zone having the highest frequency as the most typical vehicle speed in this section to a standard vehicle speed. The traffic congestion image server 20 updates the vehicle speed statistical data every time the photographing information is received, and when a vehicle speed is the standard vehicle speed, the congestion image server selects an outside-vehicle image as the distribution target image in the section and distributes it to a following vehicle.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2018,JPO&INPIT
