PROBLEM TO BE SOLVED: To efficiently perform carbon dioxide application at low cost.SOLUTION: A carbon dioxide application controller comprises: first storage means for storing a first set value of carbon dioxide concentration; second storage means for storing a second set value which is lower than the first set value and is 400 ppm or more; and control means for controlling carbon dioxide supply means for supplying carbon dioxide to a greenhouse so that the first set value is set as a concentration set value when a signal showing an open/close state of a window opening/closing in the greenhouse shows that the window is closed, and the second set value is set as the concentration set value when the signal shows that window is opened.
