PROBLEM TO BE SOLVED: To provide a bag feeding device and a packaging machine having the same which can be used universally for a variety of packaging bags, such as a chuck bag, a gazette bag, a flat bag, and a large bag, and can reduce a burden on a bag supplier by allowing the packaging bags to be arranged roughly.SOLUTION: A bag feeding device 1 comprises: a bag feeding conveyor 2 for conveying packaging bags a sequentially; bag capturing means 3 for capturing the packaging bags a sequentially conveyed by the bag feeding conveyor 2 one by one; a bag arrangement part 5 which arranges one packaging bag a captured by the bag capturing means 3, and comprises bag position correction means 4; and bag feeding means 6 for holding the one packaging bag a arranged at the bag arrangement part 5 and feeding to bag holding means g of a packaging machine P.
