A device and method for testing a moisture vapor transmission rate of a packaging material. The device comprises a test cavity (10), a photographing means (11), and a test circuit (12). A loading board/frame (101) and the photographing means (11) are disposed in the test cavity (10). The test circuit (12) is connected to the loading board/frame (101), and is used for electrically connecting to a to-be-tested object (102) on the loading board/frame (101) and performing an electrical test on the to-be-tested object (102). The photographing means (11) is used for performing an optical test on the to-be-tested object (102) within at least partial duration in which the test circuit (12) performs the electrical test on the to-be-tested object (102). The device achieves the purpose of simultaneously performing an electrical test and an optical test in one device, reduces the costs, and improves the working efficiency.
