Disclosed is a single-level barrier-free complete interchange system for a crossroads, relating to the field of at-grade intersection design for urban roads. An M-shaped rising and spanning bridge (3) is arranged on a transverse road (2) of a central surface of a crossroads in a manner of rising above and spanning an arc-shaped flyover bridge (4) so as to enable vehicles going straight to pass without barriers. A road surface below an arch of an approach bridge (3a) of the M-shaped rising and spanning bridge (3) is provided with a barrier-free U-turn lane (2u) and a barrier-free pedestrian passageway (8). The arc-shaped flyover bridge (4) is arranged at an upper level over a longitudinal road (1) on the central surface of the crossroads so as to enable vehicles going straight to pass without barriers. A rhombus-shaped elevated turning ramp assembly (5) is arranged at an upper level over the central surface of the crossroads so as to enable vehicles turning left or right to pass without conflict and without barriers in all directions. The M-shaped rising and spanning bridge (3), the arc-shaped flyover bridge (4) and the rhombus-shaped elevated turning ramp assembly (5) are in an inlay combination with each other in the same stereoscopic level over the central surface of the crossroads. The above-mentioned measures break through a transportation bottleneck such that a pedestrian crosses a road on the same grade without barriers at a crossroads, and the vehicle turning left passes without conflicts and without barriers at the crossroads, thus realizing the barrier-free complete interchange without conflict with the vehicle and the pedestrian at the crossroads. The system can be widely applied to the reconstruction of crossroads and the construction of transportation junctions for busy and congested intersections in city centers.
